Drones, scouting, and recovery in Oklahoma
Two rulebooks. FAA Part 107 is how I fly for hire. ODWC writes what a drone can be used for in the deer woods. Both have to be true or I stay on the trailer. This is not legal advice. Read the current ODWC General Hunting Regulations and call your local game warden if you are in a gray spot.
Q: Are you legal to fly?
A: Yes, as a commercial job. I hold an FAA remote pilot certificate under 14 CFR Part 107. That is the certificate to fly a drone for hire in the national airspace, including at night with anti-collision lighting and the required night training (14 CFR 107.12, 107.29). It is not a hunting license and it does not let me take game from the air. ODWC still runs the hunt. They also say you may not take wildlife with the aid of an air conveyance.
Q: Can I hire you to find a buck before I hunt?
A: On private land, ODWC allows a drone to be used to scout. Then: "Hunting is prohibited in the same area on the same day the drone is used." So I will not sell you a morning flight and an afternoon sit on that place. If you want a scouting flight, it is a scouting day, not a hunt day. ODWC does not define "same area." I treat it as this property. Do not ask me to parse eighty-acre loopholes.
Q: What about after the shot?
A: That is the recovery job. You made the shot. You still cannot put your hands on the animal. ODWC allows a drone to recover wounded wildlife on private property. Before I launch, you notify the local game warden. After the search, you notify them again. I record the flight. That is the hunter's duty in the regs, not a box I can check for you. Call 918-645-1891 for recovery. Do not wait on a form.
Q: Can I still hunt while you are in the air?
A: No. "While drone/UAV is in use, no method of take is allowed while recovering the animal with the exception of constitutional carry." You can be armed. You cannot turn a recovery into a hunt. If we put the aircraft up, we are looking for the deer you already shot.
Q: What if it is still on its feet?
A: ODWC: if the animal is alive, the game warden must be notified, the drone must land immediately, and hunting may not resume for at least four hours. I land. We are not going to push a wounded deer with a rotor or finish it from the air. That is how you get a warden and how you lose the animal.
Q: Will you fly a WMA or other ODWC land?
A: No. Takeoff, operate, or land a drone on ODWC-owned or managed lands is prohibited. DMA is blunt: drones may not be used to hunt, scout, or recover wildlife on those lands, and you may not possess a UAV, night-vision, or thermal imaging device there without Director approval. If the deer went onto a WMA, that is a warden call, not a Levity flight.
Q: How is a landowner survey different from scouting?
A: A survey is a Part 107 job for a landowner or lease operator who wants locations, terrain, and a working count from that night — not a census. It is not a hunt. ODWC's drone section names scouting and recovery. It does not name management surveys. I will not pretend that silence is a special permit. If you or anyone on the place is going to hunt that property the same day, I treat the flight as scouting and the same-day hunt rule applies. Surveys are for managing the place, not for sitting a buck that afternoon.
Q: What will you not do?
A: I will not harass wildlife or run deer out of a bed so they "show up better." ODWC: it is unlawful to use a drone to harass wildlife or interfere with lawful hunting, and you do not use a drone in a way that causes wildlife to flee or change its normal behavior. I will not fly a neighbor's place because your deer crossed the fence — you need that landowner. I will not fly ODWC land. I will not tell you this is ODWC-endorsed. It is not.
